You can buy Photoshop Elements for 99$ from Adobe’s site.
As for Photoshop. Well just pay for it if you really want it.
You do not have to steal it if you only want some of the functions.
When you go to the Adobe web site and download the latest version of Adobe Reader for free, they almost always offer you a free copy of Photo Shop starter edition. It works pretty good for many simple things.
IF you want more advanced functions, I would download Gimp
It works very well and is free.
