Buy and download Microsoft Windows from $ 79!

You could download and try Open Office. It is very functional. It will open just about any document, and it is free.
There’s no such thing as “cheap” Microsoft anything!!
That said, the best thing to do is to shop around and find the best deal you can.
Try starting with this site: http://www.pricewatch.com and see what the various sellers are offering for prices.
I was recently shopping for XP (home, pro, etc.) and the only “deal” I was able to find was XP Home but in an OEM version. I saw no deals on XP Pro, so I wish you luck there.
Regarding Office 07, I think you are going to be very disappointed trying to find a “deal” on it at all. Even Office 2003 is still up there in price and the only real shot at a deal is if you get lucky on ebay and are the lowest bidder on a copy. Good luck though.
