Depends on machines processor, HD size, memory. Some “95″ machines would “upgrade just fine”, but had no memory left for other things and or run 98 like *poo*.
Hardware /memory upgrades maybe challenging as well.

Be aware 95/98 are no longer supported by Microsoft nor by the software companies. so you are now also looking for upgrades of the 98 platform programs as well.
Likely you can still find people with old 98 disks and related products (like MS Office) that would just give them to you (and if I knew where my disks were for sure, I’d volunteer to be one of them)
I still use my old 98 laptop as a secondary stero warehouse for my “from LPs” recordings. Since it is connected to the home stero system I use it to create two/three/four hour playlists that don’t have that distracting pause (mood interupter) of a multi disk changer.

yes you go from win95 to win98, all you need is bootable win98 installer… win98 cannot be installed while you are in windows, so theres no choice that you can upgrade it.. unlike win2k and winxp they can be installed on windows, so they can be used for upgrde… win98 is installed on dos mode, so its either you should format your drive before installing win98 or install the win98 and have dual OS….
